The Organisation User assignment Null Pointer

Context

• This endpoint is used to return all the locations a logged-in user is assigned to https://opensrp-stage.smartregister.org/opensrp/rest/organization/user-assignment
• Currently, this seems to be broken and the logs from sentry suggest a null pointer somewhere.

Implementation

• Update the plans check to check for null before trying to use the plan end date.

Acceptance Criteria

• The endpoint should ask for authentication and return all the jurisdiction& plans assigned to the logged-in user.
