Basic poc works!

Build time is 57 minutes. The general range seems to be about 60-90m: https://prow.ci.openshift.org/job-history/gs/test-platform-results/pr-logs/directory/pull-ci-openshift-installer-main-images

e2e-aws shows that the binary works. the cluster capa is newer, and we're failing on a missing permission for s3 bucket lifecycle management.
