Communication templates for releases

We do not have a standard format to communicate release updates with the community. For a new release manager doing this for the first time it might be get confusing and might miss giving important updates.

Describe the solution you'd like

Create communication templates for the release. Below are the some of the required ones:

• RC details template
• Requesting codeowners/maintainers to assign a release owner to the issue.
• Template to communicate that a release owner(s) has been assigned randomly and option to change it if required.
• Template asking release owner to address issues such as missing release notes, failing integ-test, etc.
• Template to announce release is out.

Use the above templates to also automate the communication.
