install temporary pds2isis fix for VM

This fix did not make the last release. Here is a method to fix a one pixel offset in pds2isis.

I believe a fix for HRSC was included in the latest release. You can check by looking for an HRSC entry in this file: $ISIS3DATA/base/translations/pdsProjectionLineSampToXY.def

For datasets which have their own ingest program like mroctx2isis or moc2isis, those are most likely correct since they are coming from raw EDRs.
