创建address时，若设置的email和系统中存在的处于active状态的address的email重复时，不能成功创建；
但在调用PUT /v1/addresses/{address}接口，修改某address A时，设置的email和系统中已存在的处于active状态的address B的email重复时，可以成功修改，未进行校验控制；
