Should Reports match trips with geographies based on starting location or any point in the trip?

Let's say we have 15 trips that started inside Geography 1, moved over to Geography 2, and stopped inside Geography 3.

Should my report show:

1. 2 rows (low_income, all_riders) for Geography 1 with 15 as trip count.
2. or, 2 rows (low_income, all_riders) per geography with 15 as trip count each.

If we go ahead with option 2, then let's say Geography 2 is big and contains the whole Geography 1 within it.

Should my report now show:
3. 2 rows (low_income, all_riders) for Geography 1 with 15 as trip count and no rows for Geography 2.
4. 2 rows (low_income, all_riders) for Geography 1 and 2 rows for Geography 2 with 15 as trip count each.
