Nomination of @jlaur

Dear @openhab/add-ons-maintainers,

I'd like to nominate @jlaur for becoming a maintainer of this repo.
He has done numerous PRs for various add-ons in the past and I was involved in reviewing quite some of them. Doing so, I must say I was impressed by his good understanding of the code and his skills to refactor things so that they become more robust and better to read.
Besides doing contributions himself, he also helped reviewing other PRs as well and I consider his efforts very helpful.
