Drop perses from all deployment environments; switch to feflow

Early on, we aimed to develop new Protocols as part of perses, but to support faster release cycles and move more nimbly, this development has shifted to feflow.

Although as of this writing no releases yet exist for feflow, we should switch over to deploying from its main branch for now as the perses protocol-neqcyc branch is no longer being developed. Once releases for feflow exist and it is distributed via conda-forge we can then switch to deploying only releases.

This is now complete! We have removed perses from deployment envs, switched to feflow.
