Support for Indian FSSL numbers

What

• I've spotted this number "FSSL 10013011001409" on an Indian product
• Using https://foscos.fssai.gov.in/advance-fbo-search, you can get legal denomination + list of products
• https://in.openfoodfacts.org/packager-codes
• Normalize FSSAI packager codes
• Manually extract the data for a few of them
• Manually geocode the data for a few of them
• Grep the OCR JSONL for more occurences of FSSL or FSSAI and get the relevant barcodes

Nowadays in india their is fssai license numbers (14digits) which shows the license issued by Food Safety and Standards Authority of India (FSSAI) after testing the food product.

We could add support for this in the emb_codes ("packaging codes") field. At least displaying a link to the foodlicensing site. (it's down for me right now)
