Expected behavior

The expand all works as expected

Actual behavior

On the course outline page, the Expand all button does not open all sections and subsections (the loader also appears).

Steps to reproduce

  1. Go to studio
  2. Select expand all

@mariajgrimaldi I was not able to reproduce the Loader to appear, maybe that was fixed somewhere else, but I was able to reproduce the subsections not expanding, I'll do some research on that and come with a solution in a while.

I created this PR: openedx/frontend-app-authoring#1998

but I have 2 testcases failing that I haven't found how to fix.
Any help is appreciated.
