Where can I configure the skill folder?

I cannot put my skills inside a .codex folder, just like I cannot put my base agent instructions in Claude.md. I need an agent agnostic folder to put my agent instruction in, because people are using multiple different agents.

Thank you. I found that when I googled the question and it doesn't answer the question. It lists three different places in you repo/project and they all have a .codex folder in the path.

Yes, you need to place your skills in a .codex path for Codex to see them. I misunderstood your original post when you said you "cannot" put your skills inside a .codex path.

Codex does support symlinks for skills folders, so that might offer you a solution.

Opencode has added a config for the skills location using a skill.paths config option:
