It appears that folks in the collections have tons of phenology data, and are eager to share it.

And, some didn't know about the Open Trait Network. An idea to broadcast the Open Trait Network at the Society for Preservation Of Natural History Collection conference this year? https://spnhc.org/spnhc-2023-call-for-abstracts/ .

And, for some reason, none of the meta.xml in the DwC-A mentioned MeasurementOrFact .

I was expected this extension to contain the phenological data associated with the collections.

Can you help me understand where I should look for the phenology data?

I think the measurementOrFact file isn't included in the default Darwin Core Archives because nobody (GBIF/iDigBio) takes them and/or displays them. You can download them separately (see here: https://www.capturingcaliforniasflowers.org/phenology.html)

It seems like we are in a catch-22 - no one is using measurementOrFact so it is not included, and because measurementOfFact is not included, no one can use the data.

If the data were available via the DwC-A, I'd be able to write a little program that extracts all phenological data for all of CCH2, or even all of DwC-A indexed by GBIF/iDigBio, as well as just for a single DwC-A.
