Use a common policy for marking issues/pull requests stale

Currently SIGs implement different policy for marking issues and pull requests as stale and closing them. It would be great to have some guidance for what the policy should be across the different SIGs to ensure contributors and users have a consistent expectation.

I'd love to hear from the rest of the community if this is something that would be useful.
