As a follow up to PR #1499 which aims to add resource utilization tests using the very popular Scalene library, we want a more automated and easily reproducible method of reporting the results of these tests other than having users run them on their own machines.

Something that integrates with CI like we have for the benchmark tests would be great but is probably secondary to just finding a way to report how resource utilization changes from PR to PR.
