Automate artifact release Steps 1, 2 & 3: update version numbers collector-releases repo

Add automation script and corresponding github actions workflow to update the version numbers in opentelemetry-collector-releases repository (see steps 1,2,3 here: https://github.com/open-telemetry/opentelemetry-collector/blob/main/docs/release.md#producing-the-artifacts)

script that can be run locally and github action workflow that sets up the environment appropriately and runs the script

Describe alternatives you've considered
continuing to do this manually for each release
