Move documentation to the OTel website under Community

There seems to be more and more documentation in this repo. A repo isn't as flexible as a website so, for example, when pages/files move, one gets 404s, as reported here open-telemetry/opentelemetry.io#4971.

IMHO, the content under the following directories should be moved to the Community section of the OTel website. That way we can leverage all of the website infrastructure features (such as redirects):
