Default to set end time when adding event

Default second date/time selector to time rather than date.

Current behavior:

1. Navigate to the add event page
2. Select a start day and time
3. Click on the button to set the end time
4. Click on "Time" tab to switch to setting the time

Desired behavior:

1. Navigate to the add event page
2. Select a start day and time
3. Click on the button to set the end time
4. Time selector is displayed automatically

This should only happen if the event is not an all-day event.

This might require a change to kylecombes/input-moment.
