Currently, passwords are stored in a couple of Google docs (and as config settings in the Heroku apps themselves).

Consider moving these to one of:

Keybase file system
Keybase Git repo — adds version control
1Password has a free Team tier for open source projects

As necessary, we may want separate access for dev production passwords.
