builder image should be pushed quay

Its very lonely at https://quay.io/repository/okd/builder.

We probably should push base and other intermediate images as well - this will speed up hacking on images for external contributors

The base and builder images are now defined in the okd-project/images repo. Do you think the automation to push them should stay in this repo too?

I think we should be pushing those when a new build is done all together - broken builder image may cause payload issues so we don't want to push it automatically, imo it should be part of the payload rebuild workflow, not independent
