Describe the bug
In a system where multiple cameras are present, users are unable to switch to preferred camera when multiple cameras are available in system

To Reproduce
Steps to reproduce the behavior:

  1. Have multiple cameras in your system (maybe configure OBS Virtual Camera if you have OBS)
  2. Open File Uploads of a Patient/Encounter or use Avatar Edit of Facility/User.
  3. Observe there's no way we can switch to another preferred camera.

Expected behavior
If there are multiple cameras in system, users should be able to select the preferred camera (applicable for all places where this feature is used)

@rithviknishad I would like to work on it. I am working on #10618 , so I have read react webcam packages, it has an example defined about it.
