What happened?

If I generate a "Fine-grained personal access token" with wrong permission config (select the wrong repo in my case), and try to create a new release ('POST /repos/{owner}/{repo}/releases'), the error msg says "Resource not accessible by personal access token". However this kind of token works if the permission is configurated properly.
