Update documentation what ORCS components are open for changes

As of now we have made lot of utils and APIs frozen by not adding SNAPSHOT version tags to it. These are components are probably not the ones we expect the community to contribute to initially. EIther we move it out to a separate repo or for now document it in README to avoid confusion.
