Light: Scoll bars on Windows look weird

The scrollbars on Windows look weird, only in the OpenLight theme. Dark looks normal. Here is the one on the preferences page with dotted areas to the left and right:

It seems like many issues are cropping up with Windows 11. I also notice you are using Qt5, do you have a qt6 build you can test and compare against?
