Layers stay visible after the web map switcher is used

When the user uses the web map switcher and then uses the layer list the map display is not updated. So the user can turn a layer off and it stays visible in the map.

Workflow:

1. Open the web map
2. Switcher the web map
3. Open the layer list
4. Turn off a layer
5. The layer stays visible in the map (i.e. the blue water utilities are still visible in the map)

Resolution:

The layer list should continue to work after the web map switcher has been used.
