Picture Marker Rotate and Scale #12

Users should be able to rotate and scale picture marker symbols and icons.

Workflow:

Open the Draw widget
Click on the point icon
Choose any picture marker or icons from the category symbols (i.e. basic, arrows, picture markers)
Add the picture marker to the map
Right click on the image
Select scale or rotate
The image should be able to be scaled or rotated
