Database connection refused

I am trying to run protomo inside the docker container on Windows 10. When I run the command:

docker run -it semc/appion-protomo

I see a bunch of output with no obvious errors. Then, it appears that a connection to an online database is being attempted, but the connection is refused. At that point, the error just cycles until I terminate the entire container. The error message that is repeated is:

Ncat: Version 7.50 ( https://nmap.org/ncat )
Ncat: Connection refused.
Waiting for database connection...

Am I doing something wrong here?
