Hover state does not work for social media icons on the /apply page - @ianmah feel free to reassign this to @phoenixthefirebird who did the /apply page if it doesn't make sense for you to do this work

We should probably just componentize the one that has the correct hover state and use it in both places instead of having to maintain two at the same time
