Add links to ESRI map packages on EFH Catalog site

"I recall Stadler saying that all the EFH data that was in the EFH Catalog was moved to the NWFSC server. Many of those datasets were there when I checked yesterday (except the synthesis layers). I do have my own copy of the synthesis layers mpk. We just think we need to provide BOEM with a direct link to the NMFS source. I think they prefer that. Is it possible to upload the synthesis mpk into the EFH Catalog that’s on the NWFSC site? here @ https://www.webapps.nwfsc.noaa.gov/data/efh-catalog/Synthesis.html"
