[Suggestion] sync lockfile on `lux lua` #413

Ensure that all dependencies for the project are available before entering the REPL by syncing with the lockfile.

Partially related to #382 since one has to differentiate if they're in a project and therefore change behaviour depending on the purity of the REPL.
