Support dynamic configuration of cache config #3918

Describe the feature
We would like to change the default driver for caches specifically for nuxtjs/i18n currently it uses the default cache driver configured in nuxt.
It would be great if we can configure which particular driver should be used for it. Lets say, redis for the default cache driver, but memory for i18n
