Add Setup Guide for Building and Viewing Docs Locally

Issue Description

Currently, the documentation repository does not contain a clear setup guide for contributors to build and preview the docs locally. New contributors may face confusion around installing dependencies, running Sphinx, and enabling live reload.

This issue proposes adding a setup.md file that documents the local documentation setup process.

if someone wants to setup project and run the server locally and
want to do some changes or want to contribute he can set up the project locally

Good point we can use the readme file also and we can also use the redirect link in the readme file that redirect to the setup.md .
I want to know which will be the good to implement
