Disable 'Allow students to re-open attempts' if 'submitted' and 'in progress' modes have different settings

We should ensure that students cannot re-open their attempts if they could have gained information on completing (for example, if they could have seen the answers), and the tickbox option should be automatically unticked and blocked. (It's worth considering whether we want to allow override or just force it to be unticked unless the settings line up)
