Update pagination to scale to the Small size properly

For Mobile Cycle Counts, we will be using pagination on the index pages. We need to support down to the Small size and currently the pagination component ends up pushing off the screen at that size (when there are enough pages).

Is your team blocked from moving forward by the lack of this functionality/behaviour?

Release (not building) of MVP will be blocked by this.
