SQLite install fails to create Tag page and snippets

**For Tagger 1.4.3 on Wolf 0.7.5 using SQLite3 as db:**

As the subject line says! Rest of install works just fine, and system works well with the Tag page and snippets created manually.

Obviously the best thing to provide in addressing this issue is proper SQLite page/snippet creation! But is it worth reinstating the fall-back documentation for this procedure, too?
