[NEOS-1575] Create a better Python SDK README

We have a decent npm SDK: https://www.npmjs.com/package/@neosync/sdk

It is probably a little out of date from our docs, but we should create a similar one to python.

We might be able to just link to the Python SDK.md file in the docs folder. We should maybe do the same for the NPM - just link to the TS Docs file so they stay in sync.
