Plan for Notation 1.2.0 release

This is the proposal of releasing Notation v1.2.0 release

Target date: Mar 27, 2024

Main features/enhancements:

• Notation to sign and verify arbitrary data #741
• Create a CLI Error Handling Guideline to improve error messages and error handling #824
  • There will be new issues created based on the guideline
• Support Time-stamping #838
• CLI specifications

As proposed during community meeting on Feb 5, 2024, the target date will be moved to Mid May 2024.

Per the discussion in the meeting on Mar 12, 2024.

• OCI 1.1 support will be added to 1.2.0 release, and the scope is as commented by Pritesh in the issue Support OCI 1.1 GA specifications #892 (comment). Additionally, Notary Project specification may be updated according to OCI image spec 1.1, which is tracked by the issue Update specifications to accommodate image-spec/v1.1.0 specifications#295
• The ETA for implementation of "signing blob" is before May
• The ETA for Time-stamping support will be provided once Patrick and Junjie are back next week.
• Security audit will be requested for features "signing blob" and "time-stamping support", we will start to book the audit once we have confident ETAs for these features.
• Maintainers will review the target date of v1.2.0 release once we are aligned on ETAs for all the features and security audit.
