provide floating cursor with keyboard and mouse based support in monitor terminal

so user can move around the monitor display, adding breaking points, see other Issue...

a basic mouseOn() function in skidTool.cpp needs a matching mouseOff() function

for windows SetConsoleMode calls are used

for linux an empty place holder for mouseOn can be located in tty_getch.h
