Steps to reproduce

1. latest stable v22
2. upgrade via cmd line

sudo -u apache php updater/updater.phar --no-interaction;
sudo -u apache php occ app:update --all;
sudo -u apache php occ db:add-missing-indices;
sudo -u apache php occ db:add-missing-columns;

Expected behaviour

"SSO & SAML authentication" app enabled

Actual behaviour

"SSO & SAML authentication" app disabled

Operating system:
rhel 8

Updated from an older Nextcloud/ownCloud or fresh install:
update from latest stable
