Which Nextcloud Version are you currently using: NC 30.1+

Is your feature request related to a problem? Please describe.
Current API / Frontend allows to create a new poll draft, and open existing one to rephrase it (and save again if needed).
This would create a new row in DB, whereas it might be handy to update existing one

Describe the solution you'd like
API: PUT endpoint (for drafts only) to modify existing record with new value
Frontend: reuse creation of poll dialog
