[Bug]: Nextcloud 33 tries to load missing /core/js/systemtags.js #59385

Bug description
The workflowengine app attempts to load a non-existent JavaScript file core/js/systemtags.js in Nextcloud 33.
This results in an error in the logs when opening the workflow settings page.
Steps to reproduce
- Go to /index.php/settings/user/workflow
- Check the logs
Expected behavior
No missing resource should be loaded and no error should appear in logs.

The issue appears to be caused by a reference to a removed or relocated script in Nextcloud 33.
The file core/js/systemtags.js is not present in the current version.
