Fix invalid links in NATS IN DOCKER

Links in nats-docker-tutorial are invalid:

• Get Started with Docker
• Docker Toolbox

As I understand docker toolbox is outdated and has been converted to docker desktop, need to reformulate the proposal.

There are a bunch of broken links in the docs. We should probably run something like this in gh action:
