Support default actions on signals

It would be quite useful to do the following:

Basically, if we could allow for internal state transitions, but outside of a state. So all states inside of the SM would have a default action for the signal. I guess this is already possible to do by putting the entire SM in a wrapping state, but that's kinda hacky.
