I ran into a plugin depending on napari[pyqt] and had trouble finding the best practices page!

Let's try to surface it somewhere so it's easier to access from napari.org > Plugins
Maybe a horizontal tile below the 4 developer ones?

Note: It's actually in the side bar of Building a Plugin.
