  1. Add a system lock
  2. Select something in its measure
  3. Use Opt + left/right arrow to select previous/next elements. See that the systme lock is skipped

Page breaks, system breaks, and section breaks are selectable in this way. Use those as a guide to select order. Seems like they are the first thing that is selected in the measure they're attached to.
