rust clang build

There is mingw-w64-clang-x86_64-rust, 32 bit is crashing during build.

kinda odd though that a compiler which relies heavily on the llvm toolchain needs gcc to actually build xD

I think it's entirely unrelated, the problem is exceptions handling is broken.
