Translate the mSupply global pref Receive payments from prescription window

Will be used to determine if payment workflow should be shown in the prescription window

Acceptance Criteria 🧾

  • Receive payments from prescription window store preference added to db & translation
  • No need to implement the functionality, for this issue just add the store preference

Waiting for #5683
In the mean time we'll use the fact that insurance providers exist to determine if payments should be turned on or not
