Vaccination module: Store preference not woking properly

Describe the bug

Store preference mobile: Uses Vaccine Module for the mSupply mobile not working properly. If we have the pref ON but no any vaccine item in the list then the Vaccination module disappears and only the Cold Chain module appears

but if the pref is OFF and some vaccine items are there then the vaccine module appears but not the cold-chain

To reproduce

Steps to reproduce the behaviour:

1. Go to store pref
2. Try turning on and off the pref for using vaccine items mobile: Uses Vaccine Module
3. Sync on mobile and see issue

Expected behaviour

The application should be controlled by the store preference
