Describe the bug

Vaccination records can be created for deceased patients if the tablet is yet to sync. With the tablet auto-syncing every 5 mins, this doesn't really count as a bug, but still mentioning it! 🤷‍♀️

To reproduce

Steps to reproduce the behaviour:

  1. Get two tablets in sync
  2. Mark a patient as deceased from tablet1 and sync
  3. Don't sync tablet2 yet. Create new vaccination record for that patient
  4. See error

Expected behaviour

i don't really know if there is one for this scenario..
