In the task definition, allow the maximum number of points to be specified as a decimal number #589

In task definition/edit page for field Max points allow decimal numbers. If the length of the semester change or, there is another reason to change number of tasks. Still sum of points for all task have to stay same so is good to have this decimal number definition.
