Add duration metrics to all endpoints

With current log/metrics collection, we have no way to filter/drilldown duration/latency metrics by endpoint.

Since the heartbeat endpoint is called very often and quite slow (1.5sec), looking at the average value of all endpoints is not representative of what our users may experience.

Side note: SRE are suggesting to use Prometheus instead of statsd.
